Analyzing the current situation of the institution of family, this article discusses the effect of the trial-and-error method of the governments’ policymaking in this alarming situation; and criticizes the person-centered view dominant on the intellectual atmosphere of Howza (the Islamic Seminary) and lack of theoretical independence of university regarding family issues. This article emphasizes the strategic role of the government, as the most reliable body responsible for collecting comprehensive information and statistics related to the family institution, and explains the necessity of transferring these data to howza and university in order to update their knowledge of social issues and provide specialized solutions according to the needs of the society. My method in this article is to analyze the opinion of experts in pathology, family law and statistical data collected using a librarian research method. I have mentioned the necessity of facing the harms done to the family in reality, in this article, and finding a wise solution, which should be carried out by the policy-making institutions. One of the preliminary necessities [for government’s policies] is the government's complete and comprehensive statistical information regarding the various factors damaging the family and its different dimensions and transferring the [related] up-to-date and reliable data to institutions effective on the creation of cultural and legal discourses in family, i.e. the howza and the university. Without providing these necessities, the policies of the government concerning the family will not be successful and the strategic goals of the Islamic Revolution of Iran will not be fulfilled.
